What is the minimum percentage of alcohol for it to be flammable?

If you are talking about it flaring up straight away then the percentage may need to be higher. However it will catch on fire at that percentage with a bit of heating. It will catch fire at 20 percent once the liquid has got to a certain temp.

Standard Conditions:
temperature of 20 or 25 °C
atmospheric pressure of 101.325 kPa

Are you looking at making your own fuel. My dad did that with his lawn mower. It ran fine with his 80% proof grog in it.
